The Coolbaugh Township Board of Supervisors, December 29, 2005 Special Meeting was held in the Township Municipal Center, in building #3, at 5550 Memorial Boulevard, Tobyhanna, Pennsylvania.
Call To Order
Mr. Frutchey called the meeting to order at approximately 4:35 p.m. and led those in attendance in the recitation of the Pledge of Allegiance to the Flag.
Roll Call
Supervisors present for the meeting included: James H. Frutchey, Jr., Robert B. Hutchins, Richard R. Lockwood and Robert M. Zito. Gratz Washenik was absent. Also in attendance was Township Secretary Linda Frutchey.
Statement on the Agenda: The Public will be given an opportunity to speak on each agenda matter. Public Input is considered at the end of the meeting for other issues.
Presentation of plaque to Richard R. Lockwood in appreciation for serving as Township Supervisor
A plaque was presented to Richard R. Lockwood in appreciation for his service as a Township Supervisor from December 2003 - December 2005. Mr. Lockwood thanked the Township for the plaque and said he enjoyed working with the other Board members during his time as Supervisor. He also expressed praise and appreciation for the leadership of Jim Frutchey in his service to the community as Chairman of the Board of Supervisors.
Adoption of Township of Coolbaugh’s 2006 Municipal Budget
Mr. Hutchins moved to adopt the Township of Coolbaugh’s 2006 Municipal Budget, noting that the motion includes the wages for employees and that Mrs. Frutchey should direct the Township Treasurer to put the new wages in the personnel line items. Seconded by Mr. Lockwood.

Discussion followed in which Mr. Zito said he will not be voting on the adoption of the Budget, but will vote on the raises for the Township employees.
Mr. Zito also went on to explain that he is in favor of the $52.00 EMS Tax and a millage reduction of one (1) mill. He noted that the EMS Tax would generate quite a bit of revenue. The Supervisors went over the pros and cons of the proposed EMS Tax. Further discussion followed about the matter of an additional ten hours from the Pocono Mountain Regional Police Department being made available through a grant, the terms of the grant, etc.
Public input was heard from Lynn Kelly regarding how many hours of police coverage the Township has.
Joe O’Boyle asked about the cash reserve. Discussion followed about the expected revenue that will come in 2006 from the SEO Reimbursement, a recycling grant, Open Space funds, and it was noted that the Township is carrying a 1.9 million dollar cash reserve.
The motion was called and carried 3-1-0. (Mr. Frutchey said he would abstain from voting on raises for his wife, Linda Frutchey and son, James H. Frutchey, III. Mr. Zito said he was in favor of the line item for raises).
Public Input
Joe O’Boyle - commented that the STOP sign at the Salvation Army is dangerous and that there should also be a “STOP Ahead” warning sign. Discussion followed in which the Board agreed with Mr. O’Boyle’s suggestion.
Board of Supervisors Executive Sessions
Mr. Frutchey announced that the Supervisors held an Executive Session on Tuesday, December 20, 2005 at 6:45 p.m. re: Personnel Issues and on December 29, 2005 at 4:00 p.m. and at 5:15 p.m. re: Personnel Issues.

Adjournment
With no further business before the Board, Mr. Hutchins moved to adjourn the meeting. Seconded by Mr. Lockwood. The motion carried 4-0. The meeting adjourned at approximately 5:10 p.m.
