The Coolbaugh Township Board of Supervisors May 3, 2005 Regular Meeting was held in the Township Municipal Center, in building #3, at 5550 Memorial Boulevard, Tobyhanna, Pennsylvania.
Call To Order
Mr. Frutchey called the meeting to order at approximately 7:00 p.m. and led those in attendance in the recitation of the Pledge of Allegiance to the Flag.
Roll Call
Supervisors present for the meeting included: James H. Frutchey, Jr., Robert B. Hutchins, Richard R. Lockwood, Gratz Washenik and Robert M. Zito.
Also in attendance were: Township Solicitor Jerry F. Hanna and Township Secretary Linda Frutchey.
Statement on the Agenda: The Public will be given an opportunity to speak on each agenda matter. Public Input is considered at the end of the meeting for other issues.
Approval of April 26, 2005 Minutes
Township Secretary Linda Frutchey requested that the Minutes be tabled in order to make a few minor changes. Mr. Hutchins moved to table the April 26, 2005 Minutes until the next regular meeting of the Board of Supervisors. Seconded by Mr. Lockwood. The motion carried 5-0.
Strunk - Albert Engineering re: Proposal for the evaluation of the HVAC system in building #2
Mr. Hutchins made a motion to approve Strunk - Albert Engineering to do the evaluation of the HVAC system in building #2 for the amount of $1,000. Seconded by Mr. Zito. A brief discussion followed. The motion passed 5-0.

Request for Quotations - cellular phones - upgrade
Before the Board were quotations for cellular telephone upgrades at the Township. Mr. Lockwood moved to approve Verizon’s contract proposal for cellular phones at a monthly charge of $1,120.15 with 22 phones. Seconded by Mr. Hutchins. Discussion followed about the different options, the length of contracts, the push to talk option, towers on SR 196, etc. Public comment was heard from Brian Sutherland and Walt McGrath.
Mr. Hutchins withdrew his second. Mr. Lockwood withdrew his motion. Mr. Frutchey moved to table discussion of the proposals for cellular telephone upgrades in order to give him an opportunity to look into further information. Seconded by Mr. Hutchins. The motion carried 5-0.
Current Obligations
General Fund $55,693.48 Sewer System Fund $ 1,099.80
Total Disbursements $56,793.28
Mr. Lockwood made a motion to pay the Current Obligations in the amount of $56,793.28. Seconded by Mr. Hutchins. Discussion - none. The motion passed 5-0.
Other Business
Kettle Creek Donation Mr. Frutchey moved to donate $500.00 to the Kettle Creek Environmental Fund. Seconded by Mr. Zito. The motion passed 5-0.
CWTC for Life, Inc. request to use basketball courts at the Township Park Discussion followed about the above referenced request. Mr. Zito said he would contact the organization’s Coach, Jeffrey Wilder, for more information and report back to the Board at the next meeting.
Interest earned from Morgan Stanley Mr. Lockwood reported that $14,596.00 was earned in interest through Morgan Stanley, and that he planned to summarize these financial activities each month.

Public Input
Dave, Suzanne and Karl Pope - said there was raw sewage running down from a blue house at 248 Pope Road, and that it was posing a serious problem. Corroborating photographs were presented to the Board. Discussion followed in which it was determined that the Township’s SEO should re-visit the site and proceed with whatever actions are necessary to remedy the situation.
Board of Supervisors Executive Sessions
Mr. Frutchey announced that Executive Sessions were held on April 26, 2005 at 6:45 p.m. and 10:40 p.m. re: Personnel, and that no subsequent Executive Sessions were currently scheduled.
Adjournment
With no further business before the Board, Mr. Hutchins moved to adjourn the meeting. Seconded by Mr. Lockwood. The motion carried 5-0. The meeting adjourned at approximately 7:32 p.m.
